Sibley Memorial and the merge points

Highway 13 is Sibley Memorial Highway on the Eagan end, and it behaves like two roads at once — a bluff-side arterial with genuine speed, punctuated by signals, ramps, and drivers slowing for a turn they decided on late. The collisions that follow are typically rear impacts hard enough to reach past the bumper into the rails, plus side-swipes where two lanes narrow into one. Neither type gets diagnosed accurately from a parking-lot glance at an undamaged-looking cover.
